Operational Fund
Operative Files (Processing), were created by the former State Security during its activity for objects taken under processing and control for hostile activity. “Processing” meant the surveillance of one or more individuals identified for hostile activity. When guilt was proven both operatively and legally, they were classified as objects in active processing of category 2/A. The purpose of collecting information was the detection, prevention, documentation, and suppression of the so-called hostile activity. These data were gathered from sources such as postal control, technical surveillance devices, observations, etc. The processing was followed by one or more collaborators who were directed and given tasks by the operative workers.
A processing file was created for every Albanian citizen, foreign citizen, and stateless person, whether permanently or temporarily residing in the People’s Socialist Republic of Albania (PSRA), aged 14 or older, when verified data showed that they were engaged in hostile or harmful activity. For such individuals, various types and forms of operative work were used to uncover in breadth and depth, document, and timely interrupt their activity.
This type of file contains: the list of operative workers responsible for the file, the list of persons who have access to the file, the circle of issues, the list of persons implicated in hostile activity, the control sheet in the card index, data that served for placing the person under processing, biographical verification, family certificate, decision for placing the person under processing, operative measures plan, data collected during processing, behavior records, agent reports, information, combination plan with technical surveillance (T.O.), information gathered by T.O., photographs, decisions, complaint records, extracts, various correspondence, etc.
