Operational Fund
Operative files (processing) were created by the former State Security during its activity, for objects taken under processing and control for hostile activity. By being taken under processing is meant the control of one or several individuals identified for hostile activity. When guilt had been proven in an operative and legal manner, they were called objects under active processing of category 2/A. The purpose of collecting information was within the framework of uncovering, preventing, documenting and striking the so-called hostile activity. These data were collected from sources such as: postal control, interceptions with means of operative technique, surveillance, etc. The processing was followed by one or more collaborators who were directed and received tasks from operative officers.
A processing file was created for every Albanian citizen, foreign citizen and person without citizenship, with permanent or temporary residence in the People’s Socialist Republic of Albania (RPSSH), responsible, who has reached the age of 14, when there are verified data that he develops hostile/malicious activity, toward whom the types and forms of operative work were used, to uncover broadly and deeply and document and interrupt in time his activity.
This typology of file contains inside: the list of operative officers who hold the file, the list of persons who are acquainted with the file, the circle of issues, the list of persons who are implicated in hostile activity, the control sheet in the card index, data that served for taking into processing, biographical verification, family certificate, decision for taking the person into processing, plan of operative measures, data during processing, behavior line, agency reports, information, combination plan with O.T. (operative technique), information with O.T., photographs, decisions, report of denunciation minutes, extracts, various correspondence, etc.
