In January 1969, the Directorate of Internal Affairs in Mirditë, an organ of the Ministry of Internal Affairs overseeing Re-education Unit No. 303 in Spaç, due to its political, economic, and strategic importance, decided to open the “file of the object of special importance for Re-education Unit No. 303, Spaç-Mirditë,” known as the Spaç ORV File.
